Ask for Help!

I have built two push modules, one works correctly, the 2nd won't increment with a button push. The reset works correctly as when I power it on the starting step is somewhat random and pressing reset returns it to step one.

If I jump from pin one of the cd4024 to either of the upper pins on the switch the switch glows dully and the step increments / cycles. When i press the switch it does glow and I do not believe the switch is at fault. What is the signal path from the switch to pin 1 on the CD4024? I havn't been able to beep it out with my multimeter.
